    List colleagues,

    I'd say that war reflects a breakdown in _bargaining_ rather than
    incentives - moving from the realm of cooperative solutions toward
    noncooperative strategies. Parties may still be responding to incentives
    in pursuing military options, as Antony Davies elaborates on in his post.
