In addition to the form of the forms, we should discuss their
interpretation.
If, for example, students rank a faculty attribute on a 1- 5 scale,
and administrators then evaluate faculty by averaging these
individual rankings and comparing them to a mean of the means,
measurement theory indicates that the resulting means are
meaningless. (Never mind the fact that administrators rarely report
standard deviations.) It would be better, for example, to report the
proportion of students who ranked the professor a #1 or #2.
